Division One North

Two teams were promoted into the Division One North before the season: Concord Rangers, from the Essex Senior League, and Thamesmead Town from the Kent League.

Hillingdon Borough moved across from the Southern League Division One South & West, and Chatham Town joined from the Isthmian League Division One South.

Division One South

Two teams were promoted into the Division One South before the season: Crowborough Town, from the Sussex County League, and Merstham, from the Combined Counties League.

Fleet Town and Godalming Town both moved across from the Southern League Division One South & West.

Final

The two clubs to have made it through the Semifinals reached the Final.

The Final was held on Wednesday, 8 April 2009 at Wheatsheaf Park, home of Staines Town. The winners were Tilbury, who beat Harrow Borough by two goals to nil in front of two hundred and eighty-four spectators.
